They can impose the restriction by Water Conservation Legislation.
They did it in 2018 as respects usage; capping usage a 55 gal/day for households whether public water or pvt. At that time the water supply was not nearly as critical in CA as it is today. There were no fines imposed but arm twisting to get cooperation was effective.
It wouldn't be difficult to draw up legislation for the water crisis. Washing Cars would be at the top of the list.

The interview was an embarrassment . Few took a cavalier attitude, seemed unprepared, and was silent about the Exxon relationship.
I know of several small cap companies who initiated relationships and worked with mega cap giants. When given an opportunity on the national networks they mentioned and elaborated on it.
Unless FEW was sleeping at the wheel, or the relationship moved in another direction ( Exxon is working with others), FEW missed a golden opportunity to talk about it.
The market digested the interview and sold the stock.
There was no logical reason for FEW to avoid discussing the EXXON progress UNLESS SOMETHING IS AWRY OR THERE HAS BEEN NONE!
