From what I have read about otcx. Is it's the otc markets than run otcx and they have known for aggressive shorting the shit out of over the counter stocks that itself helps provide for. They are the governing body. But short the shit out of the stocks the make markets for. Solely just out for profit. Sure me or u cannot short a penny stock. But a market maker can do whatever the he'll they want when they make the rules.... look into it. It's gets pretty interesting.
So in theory. As long as they are around. This is going nowhere. Even if the buying power suggests otherwise.
