what 79.9% threshold on the WTS ??

I do not understand

yes the GOV says its SR preferred stock is 79% ownership (equity) but that is not tied to warrants best I know

and there is no interest -- it is dividends

and the amount we owe "back" does not grow by any interest rate of dividend rate - it grows by calendar - and that calendar has been stopped
