CATs system should easily see dark pool manipulation today. There’s very little more the SEC needs to enforce rules in books. How many synthetics needed to be made? How much volume needed to be rerouted at what times? How long was that delay? Who’s using that algorithm?

CAT system will make prosecution a snap.

Trading might come to a sudden stop before DTCC takes over……
