If they truly are waiting on more data, why not directly express that to management?

Because the ACTIV-5 trial is providing the data. The government is producing their own data. They don't need management. If it were issues about manufacturing, commercialization, etc. then the company would likely know about it. The fact that the company has no idea likely means the FDA are waiting on the ACTIV-5 data.
