IMO achievable if GOV is honest and subsidizes (e.g. FED GOV pays 15% down to banks along with say 10% down by buyers)
Then with a good equity cushion - strong but somewhat softer underwriting guidelines would work
But F and F are 1000000% dependent on banks not lying
and last time banks lied and lied and lied and lied as they sold paper to F and F
