Absolutely can when capital retention limits are met. Contrary to what you read from a lot of folks, the NWS was NOT cancelled...it was postponed until those limits met. The question is really:
How quickly after those limits met will Treasury wait to re-start NWS?
Answer: Before the ink dries on the order.
