SCOTUS also ruled taking of innocent life is permissible. 'Conseivership' follows that line of thought. Super special conservator or not, conservators simply do not go around sucking all the life blood out of an entity they're supposed to nurse maid back to health. Perfect example of Gov wanting it both ways. "Schizophrenic" Sweeney called them. It's conservatorship or receivership, not both.
