The author missed the fact that much of the interior west desert country has extremely low humidities when it gets hot, so evaporative cooling is quite effective. (think wet bulb/dry bulb differential)

It doesn't take much more energy than a fan, and works fine for my 120 year old farmhouse (retro insulated 15 years ago). The last few days, it gets upper 90's but it drops to the high 40's at night, so just opening up the house in the evening means it will be chilly in the house by morning. Opening the house up is only a problem when the smoke gets too thick.
