Anyone (oops - sent as private message somehow - not something I even know how to do again)
not so simple
not sure why an informed person would use the word interest
the GOV has been clear - in its words - reports - balance sheets - P and L statements
money paid by F and F are considered dividend payments - not interest
all such dividend in the eyes of the GOV is just that - distribution of profit to the owner of equity
nothing is paid back --- (here or anywhere) --- with a dividend payment
Now one can argue the logic and equivalency and such and try and arrange a deal or settlement or ? ----- as the author started to note (showing they likely understand it was a dividend and not interest and the problems so associated)
. . with 10 percent interest, so that the Biden administration can deem the Treasury senior preferred stock repaid (while pointing out that no regulator anywhere in the world has ever used non-repayable senior preferred stock to “rescue” a company, or for any other purpose) and also cancel Treasury’s liquidation preference.
