"Why would we compromise with swindlers?" Because--as we've seen--the "swindlers" have all of the guns, i.e. power, witness our long series of legal and regulatory setbacks. I hope Howard's paper--whatever he proposes--finds some thoughtful and sympathetic Admin ears. Plus you should want any "answer" to stay regulatory, keeping this matter out of the Senate and House where the numbers don't favor you.
