What happened today with DPLS?

I personally think the S-3 is a good thing as per the CEO as of 5/25/2021 interview it will deal with toxic debt, "may" bring institutional investors and lead to revenue.

I understand that a S-3 may lead to dilution, but for DPLS it does seem like a better choice. Plus, we are waiting for an up list and more good PRs and eventually Q3 and Q4 news/revenues. Plus the potential for more contracts?
