Bank-Independent Smart-Card payments, privy to USIO's FiCentive/Akimbo partnership, could be used to funnel rebates to consumers. To process & handle a single check through the ACH (automatic clearing house) it can cost $1.25 or more. Same transaction using a Smart-Card rebate is 25 cents or less.
