Probably correct, what most don’t understand is the same naked short share can be resold 10k.+ times with no accounting. Naked shorts created pre debentures have unlimited exemption reporting periods starting with the Madoff exemptions plus about three other exemptions wherein the time period keeps getting transferred, renewed and extended as the short(s) get passed around.
