24 concession contracts worth over 1 billion euros have been awarded by the Albanian Government for 4 years, writes newsbomb.al. Specifically, for the period January 2017 - December 2020, 125.19 Billion Lek PPP contracts were awarded, or converted into Euro 1 billion Euros.

The Institutional Sectors that have received the most tenders during this period are Energy, Transport, Environment, Urban Development, Health and Fiscal Control. The Energy sector has the largest number of contracts, while Transport has the highest value of PPP Investments and Concessions.

The Sectoral categories (other than Institutional) that have been applied during the four years are Waste Management; Road Infrastructure; Maritime Infrastructure Ports; Airport Infrastructure; Hydro Energy; Education; Health; Fiscal Control and Services.

From the research done by Open Data Albania, it turns out that most of the money was received by Road Infrastructure, then Hydro-Energy and Waste Management. Other sectors such as Education and Health have "absorbed" less from the state budget for concession contracts.

Projects and companies that have received more money and concession contracts in 4 years

During the period January 2017 until December 2020, 24 concession or PPP contracts were approved in Albania with a total investment value of 125 199 058 469 Lekë (125.19 Billion Lekë), or converted into Euro 1 009 669 826 Euro (1 billion Euro).

In the category Seaport Infrastructure, a Concession Contract with an investment value of 1 374 984 000 Lekë has been approved, namely the PPP Concession Contract of the tourist port and services Marina Limion with the company Marina Limion sh.a.
Sector category Airport Infrastructure has been approved PPP Concession Contract for Rehabilitation Operation Transfer of Kukës Airport from the concession company Kukës International Airport sh.pk
For Services, a contract has been approved for the concession of some Maritime services with the company Ships of Maritime Service sh.a.
Waste Management (Waste Management), which includes collection, transportation, recovery, disposal of waste and production of energy were adopted two concession PPP contracts worth 18,471,152,055 ALL, converted about 148 960 Euro 904 which represents about 14.8% of total investment value for all PPP Concessions approved in this period. This sector includes the contract for the construction of the landfill, incinerator and rehabilitation of existing landfills, Tirana , with the concession company Integrated Energy BV SPV and the contract for the concession of cleaning, collection, transportation and selection of urban waste for the city of Kamza with company implementing Eco Cleaning sh.pk.
The Urban Development Sector marks two concessions with a total investment value of 4 102 552 269 Lekë about 33 085 099 Euro. Developments are in the sectoral category Education and it is about Improving the Educational infrastructure in the Municipality of Tirana, area Tirana 1 with concession company ZMA sh.pk and For improving the educational infrastructure in the Municipality of Tirana for four educational facilities in the area Tirana 4 sh.pk
