Neither of the 3 branches are truly independent they all work together and collude in some form. The Executive is probably the most powerful branch followed by Legislative then Judicial. Judicial can issue orders but they are meaningless if they are not enforced or properly executed. Legislative can write rules all they want but if they are not executed they are meaningless. Executive can do whatever it wants but if the go too far Legislative and Judicial can try to stop them but again who enforces it if enforcement is done by the executive. Framers had good intentions but many flaws in the system.
