No these time references refer to the chart view settings and have nothing to do with the ticker.

How I see it is just a remark that PFWI has once changed ticker (actually to PFWIQ as it stands now).

OTC Markets is clear:
Symbol Change 08/01/2018 PFWIQ Symbol change from PFWI to PFWIQ

Seems to be the only ticker change until now. People posted here earlier that the bankruptcy case was actually closed already some time ago, not sure why the ticker still carries the Q. Must be some more formalities or something.
