I have not seen SEC halt trading, unless the company issues misleading or false press releases. A company which does so may also be in default re financial reports, but the halt is not triggered by the combination of legitimate press releases and overdue financials. But since you claim that the SEC does so "on a regular basis" and you've seen it many times, it should be easy for you to give us half a dozen examples where that occurred.
