They cant by law. So your point is meaningless. Even if Wei didnt go dark he still couldnt report on the company. He can however report on the ticker and keep it current. This really isnt that hard to understand. Wei did NOT go dark because of the TOC or anything to do with the custodian process because no company can move into the shell until after the TOC has been completed.
