I don't see that SCOTUS will attempt to decide something too complicated. The case is so simple a case of illegal taking of private property. They will simply void the NWS, and have the UST and FHFA to revert all prior NWS related actions.

For the FHFA Director issue, they will follow directly from the Seila Law case.

The off-ramps are interesting, but unnecessary for the SCOTUS judges, who are too busy. IMO.
