Water allocations are just the start. You don't feel it very much in the U.S. but areas impacted the most are already used to droughts that inflict heavy fines if consumption is abused or being allocated only a few gallons of water a day for an entire family. Desalination costs need to come down and tech needs to progress or were all gonna be a little thirstier in the future.
