Most people don't follow the new issue market, but those that do, can see that the number of new tickers that start trading on the OTC, has decreased considerably over the past couple of years, especially this year.
The regulators have made it extremely difficult for a small company wanting to go public on the OTC any longer. Thus you have very few new companies coming in, but there will likely be mass revocations, and symbol deletions coming after September, when so many tickers go Grey.
So the OTC will shrink dramatically, with almost no new blood coming in,...! So folks will be stuck, continuing to trade the same old POS's, until those eventually fail and fall behind on their filings, and go Grey, and get revoked or removed as well.
If the path back to quotation, for companies that fall behind on their filings, does not get easier, then what there is now, the OTC will probably be pretty much wiped out in 10 - 15 years, if not sooner. Which I'm sure has been the plan all along.
