The 10K/Qs are filed with the SEC. If the SEC found a reporting violation, they could take their own actions, and/or turn it over to the OTC for other enforcement action which could include removal the company's stock from being traded. But my main point was that the CEO could not get beneficial shares without it being reported on 10K/Q
