To be clear, your first paragraph states:

"Quiet Period — The period beginning on the quarter-end date and ending at the time of the earnings release for that quarter should be observed as a quiet period with no formal or informal business discussions by management with analysts or investors. Source: Investopedia"

Does that mean the company can't announce any contracts or discussions with possible partners during that period?
