Your comment is missing data. The normal number is irrelevant. How many students are in each class or on each bus? Do they only go to class 2 days a week because they stagger the students that go to class to lower the numbers or is the enrollment number low. Someone at work has her daughter go to a private school in CA and they have been operating in person 5 days a week for a few months. There are only 17 kids/class and all a well spaced and require masks. That is quite different to when I went to school with large class sizes and kids packed together.
