One would think that, from the standpoint of a simple supply-and-demand-analysis, the answer to your question would be "yes."

However, given that the OTC is essentially the "Wild, Wild West" of stock markets, I am not sure that any standard analysis would apply to any stock on the OTC.

In any event, I would welcome some of the serious investors hereon to render a substantive opinion to your question.

On another note, here is a question that I have, given the recent horrid performance of this stock:

Given that the pps of any stock can arguably be considered to reflect the sentiment in a market of the value of a stock, and given that the pps of INCT has continually sunk within the last several days, does anyone here sincerely believe that, if the "STOP SIGN" which the OTC currently has affixed to INCT is removed, the pps of INCT will substantially increase?

I welcome any and all SUBSTANTIVE AND MEANINGDFUL responses to my question.
