That is incorrect.

It is correct that the Army ordered "shoot packs" (plural), but KBLB never delivered even one.

Anyone can see the PR where they announced that they would deliver "shoot packs" here:

"July 12, 2016 - the Company will deliver ballistic shoot packs constructed from its proprietary Dragon Silk material for performance testing."

Instead, KBLB delivered about a half-dozen material swatches (and then called them "panels" to make them sound better). Unfortunately, there wasn't enough fabric to make even one shoot pack.

And BTW, that delivery was late by over a year. The original contract was supposed to last 10 months, but took 25 months instead.
