Unfortunately there is no regulation made that can protect people from their own stupidity. Human nature is what it is. There are the creators of wealth and the consumers of wealth.

We can try to create regulations to enforce ethical behavior (it cannot be legislated), but, like a real-time game of cops-and-robbers, for every new regulation someone finds a creative way to subvert it and continue to put their hand into someone else's pocket.

All you can do is try to ensure that strange hand doesn't find it's way into YOUR pocket!
