Jef is not intending on fully diluting the new authized shares, anyone saying that is trying to hit thier buy limit.
If over 50% of authorized shares are dilited you stand open to a hostike takeover.
So when you reach around 40% of authorized shares you reincoporate the company to add more authorized shares and avoid this.
This is a pain in the ass! So, since authorized shares make no difference on the market cap, you choose a very large round number, normally you double the previous amoint, so you dont need to do it ever again or at least for a loooong time.
A reincoroporation also comes with a new IPO. If it is large it will dilute the stock. This ipo was like an extra 500 million shares. Not large for this stock. The price was low, but was the price when this paperwork started. We jumped up 1800% in 1.5 months.
