The President has announced that the rules of engagement have changed. The Marines and Army can now engage the enemy without some of the restraints they have had in the past. It's my opinion that the 20,000 more troops probably aren't needed nor the second battle group. It's a show of force to show Iran we are serious. Actually we could send two more battle groups there and 60,000 troops and who would know?
There are 2 million people in Sadr City. Assuming that 20,000 unprotected troops would prevail there, there is no Maliki government without Muqtada Al Sadr.
