I have already done a post about diverting the money spent by the US on war into incentives for ordinary Iraqi's.

The size of the potential recruitment pool for militia's, guerrilla fighters and terrorists declines remarkably if everyone has got good jobs or is making good money.

The support for the extremists then declines even further because the local civilian population sees the troublemakers as costing them dosh.

4. Discredit the idea of Islamic Fundamentalism.
It is perfectly possible.

Are the ordinary citizens of Dubai better off than those of Saudi?

Did the US manage to discredit the idea of communism? Yes
Did they manage to do this by war, bombs and bullets.
No they did it by demonstrating that capitalism is a better economic model than communism.

It is blatantly obvious to me that US style capitalism is a much better economic model than Islamic Fundamentalism will ever be.
But you do not prove that by bombing those who disagree.

5. If I were to have set out, in say 2001/2002, to deliberately increase support for Islamic Extremism across the globe in general and Iraq and Iran in particular, I would have devised policies that were almost exactly akin to those adopted by the US.

From the axis of evil speech, the invasion of Iraq, the beheading of the Iraqi bureaucracy to encourage anarchy, Abu Ghraib and a few atrocities, heavy duty bombing of some towns, the exploitation of any reconstruction or aid money into the hands of US business interests and not into the hands or Iraqi's .... etc, this was how I would have gone about it.

Therefore a different and opposite approach is required if the opposite intention is required.
