Well that is because unlike AZ the TX governor opted to not buy the winter protection packages on their installations. I don't disagree that the decision to pass on the winter protection system there was the right one given this is a 70 year or so event. It seems like the NG distribution system needs attention though. If that didn't also fail all would be good.
