Because not all brokers have the same mindset of allowing trading in these dark tickers.

The new SEC rules went into place in December and will be in full effect this September. Nothing will change there.

Any broker that has shares of a ticker they won't allow clients to buy will let them sell.

You can lead a horse to water. But you can't make him get down on one knee and do an Al Jolson impression!
