I understand, but I also know that individual does have access to the Delaware SOS info...which Delaware makes it quite difficult to get (which is one of the reasons it is a popular domicile for otc stocks). What is on OTC Markets is the last step in the process. Goes something like this...
1) company BOD or control block of stock decides to raise the AS.
2) files with Delaware for the change
3) company informs the TA of the change
4) TA informs OTC Markets as part of the share verification program.
The amount of time between (2) and (4) can be weeks and sometimes even a couple of months.
No doubt that Foote/Sharp will try to delay as long as possible.
But the AS was raised in Delaware...which will eventually become evident when the info trickles down to OTCM.
