I guess if innova has billion plus $ contracts and the government needs to show they diversify the companies they give contracts to. Innova buys half of a company and helps produce a new test kit with dots and they get awarded a contract its a win win for everyone. Why would they need to take it private why not just let both companies run wild.

I’m sure there is a strung out way in how it does not make sense.
