In their last annual report, there were 3.95B shares in the O/S not in the float, so that hasn't changed at all.

What has changed is the O/S. It's up 340M shares from dilution, very likely the toxic loans being converted at a big discount. Those note holders appreciate the liquidity of this bogus pump and dump narrative.
