“I should add: If AMLO said on 12/23 “they are about to finalize the agreement” then we must truly be “about to finalize the agreement”. I can’t imagine him talking about something like this unless it were just a few weeks away.. his track record (for the most part) on the National Infrastructure Plan project package announcements is to say it’s coming in two weeks and it ends up being announced 4-6 weeks later. If we apply 4-6 weeks to this historical agreement, then that lands us between 1/20 and 2/03.
