if everything ruled on by SCOTUS is what the constitution says
how are there differences and 5 4 decisions?
I might suggest - and I believe I am right - that we never hear of 90 to 95% of the cases and they are decided say 7to2 or 8to1 or 9to0
but 10-15 or so a year or 10 or whatever are tricky
then it comes down to how you read the constitution and how you view change since then
some people accuse conservatives of writing law
some people accuse liberals of writing law
they all believe they are ruling based on the meaning of the constitution but can disagree violently
