Didn't know about the Capital logging their own cell pings because of the basement. That makes it even easier as they can determine without having to go through who owns what phones cell numbers that have been logged previously and eliminate them. Then concentrate on the others and determine who owns them and how serious they are and should they arrest immediately or see if they are led to bigger fish. Through search warrants they can get detailed in on who they have been texting and who they have been calling.

Word of caution - if you plan on committing a serious crime don't bring your cell phone.
