Is chloroquine and quinine the same?

I don't believe it is the same or I would have read about it as opposed to having to get it from Schweppes, Hydroxychloroquine and quinine sales in the US has been banned, chloroquine is too readily available to be a viable substitute. 500mg would be a lot of quinine, enough to be dangerous, except maybe in an emergency, I'll keep digging.
