What was the point of ALLOWING

Not to mention those "2" Big Dogs that were given a special BOD allowance to exceed the maximum percentage of ownership allowances' ... per' "Article VIII of the Certificate of Incorporation" ...

Isn't that in contridiction to the IRS rules concering the NOL's ?

And / Or is that more proof that share count has to be corrected back to 2012 levels?
