While mine backers and developers remain optimistic, a trio of national authorities expressed doubt that the mine will ever happen. That is despite recent publicity about “rare earth minerals” (including scandium) and the need for the U.S. to develop its own sources and processing capability. That is because China enjoys a near-monopoly over the minerals.



I don't understand this argument. There are already niobium (Thyssen Krupp actually wanted to have more) and scandium off-take agreements in place. This alone should prove the opposite. Furthermore, China doesn't own a near-monopoly over scandium as soon as this mine is going in production.
Can someone provide me a source to the statement of this trio? I can't open the link to the article "due to legal reasons".
