Yep, sure don't understand either why a president has that power to pardon. First, as the article says the existence of the power undoubtedly would hinder investigators investigation of crimes, why would defendants cooperate if they felt they're gonna get pardoned anyway. Second, what's the point of all the investigation and court time and effort if in the end the person is pardoned.
