The Forbes article misses the primary reason the Dems won't enact sweeping changes in 2007 or 2008 - they want to be able to bludgeon GOP candidates with the issue for the 2008 Presidential Race. With Sen. Clinton a presumptive front-runner and her history with healthcare ideas, you know the DNC is shaping things up for that fight.
