I found how to access the Pura website document, but when I post the link into a message post the link doesn't work (the computer at work I am using is a new version of Microsoft Edge and that might be the problem). That try this instead.
1) Go to https://portal.ct.gov/pura
2) On the left hand side bar of the site, click on Docket Information
3) Click on the link that says "Active Dockets"
4) Click on the link that says "Filings - Last 3 Days"
5) Click on the top link that says "Search"
6a) In the Search box type: fuelcell energy
6b) then click on the Search button (or press enter)
7) Click on the link that says "Corres. 12/03/2020 09:10:09 AM [19-07-01] (PURA) - Rep. Cheesman Correspondence"
8) At the bottom of the page click on the link that says "Rep Cheeseman Dckt 19 07 01.pdf"
After doing those stops the desired page loads (or perhaps your browser will give the option to download the pdf instead of viewing it directly in the browser). It is a letter by REPRESENTATIVE HOLLY CHEESEMAN of the THIRTY-SEVENTH ASSEMBLY DISTRICT to Ms. Marissa Paslick Gillett, Commissioner and Chair Public Utilities Regulatory Authority. It asks for the decision (the one that excluded FCEL) to be rescinded. I believe this is the document that Hoghead7 posted a link to. The letter (except for the letter head and the signature) is posted below.

Dear Chair Gillett:
I am writing to you today to express my concern about recent actions taken by your Agency involving
the Shared Clean Energy Facilities (SCEF) program, authorized under Public Act 18-50. Indeed, if left
unaddressed, it is my view that these actions have the very real potential of doing significant damage to
our state’s important environmental goals as well as our currently precarious economy.
It has come to my attention that on November 16, 2020, the Public Utilities Regulatory Authority
(PURA) announced what appears to be an unusual and highly problematic Order. Eversource Energy
was instructed to set aside its determination of SCEF project awards, which had been officially
announced and arrived at through an approved process. Included in those awards were several fuel cell
projects that were submitted by FuelCell Energy, Inc. (FCE) and Doosan Fuel Cell America.
While there is ample reason to be troubled by PURA stepping in in this fashion under any
circumstances, what makes this particular move so jarring is its purported rationale for its Order. PURA justified the order due to its concern regarding the disqualification of various project proposals that
failed to comply with bidding criteria relating to site control. Yet, that thinking ignores PURA’s own
public record in the relevant proceeding (Docket No. 19-07-01) which demonstrates that Eversource
actually sought direction from PURA in this area (via a Motion filed on September 2, 2020), and gained
specific direction from PURA via an Order issued on September 18, 2020 to disqualify those projects.
Moreover, there appears to be absolutely no consideration at all for the Connecticut-based companies
that were awarded the projects and have commenced hiring and spending to fulfill those project awards.
Our local fuel cell companies, Connecticut companies that have invested deeply in our state, with local
jobs, tax revenues, high-tech manufacturing and clean energy for our urban, disadvantaged communities
– and in which our state is deeply invested – are left to wonder once again where they stand. Moreover,
the reputation of our state is damaged while our long-term credibility is called into question.
Chair Gillett, simply put, I urge you to reconsider whether your agency’s Order of November 16, 2020,
was appropriate and served the best interests of Connecticut. It is my hope that it will be rescinded.
