There are so many fully reporting shells out there, with clueless shell owners, that have not been able to find merger candidates for ages, some a decade or more. Lazar should just start working with these shell owners, and charge a consulting fee, matching up shells and companies looking to go public. He may not make as much money, but it would be a quicker and easier process vs going through the courts.....somewhat similar to what he did with MAGAA.
