I believe the 42% is taking in account the exercise of all outstanding options whereas the 54% is the current outstanding.

Aptevo Therapeutics (NASDAQ:APVO) rose 113% premarket, currently trading at $50.52 after Tang Capital Partners reported a 54.4% stake in a new 13D regulatory filing.
