Sure does it goes to all....I am basing Fraud on how horribly run and incompetent the state of PA and the city of Philadelphia are. I love the city but man...they can't do a damn thing right. Who in their right mind would think they would get this right? They can't get simple water bills done correctly!! IT's a huge gigantic joke.
