He is a master manipulator. He started planting that seed of doubt because he has already polling bad. He continued repeating the narrative so much he believes it's the truth and so do his followers.
Some of the stuff he is comlaining about are rules his party put in place in regards to counting votes. He wants to stop counting where he is winning and keep counting where he is losing. He created a way to discredit if he lost.

If he doesn't like something like science he keeps talking his narrative until it sounds like truth. He fires anyone that doesn't agree with him or threatens with withholding money.
