That doesn't mean that there won't be a reverse split. It means that there won't be a big reverse split. He is saying that he will not wipe out the shareholders. He likes to do 1:8 as he has done with other companies and that certainly doesn't wipe out the shareholders here. In fact, a small reverse split would be good in that it would eliminate the flippers.
